Synthesis of Information Related to Highway Practices. Topic 56-07. Practices for Identifying and Incorporating Risk into Bridge Asset Management Planning

State departments of transportation (DOTs) are in the process of formally considering, incorporating, and calibrating risk into their bridge asset management planning. The past practice has primarily focused on using condition related risks, which are more quantifiable, for this planning. State DOTs are now considering additional bridge risks in their planning which may be more challenging to identify and predict. Furthermore, Section 11105 of the Bipartisan Infrastructure Law (BIL) revises Title 23, United States Code (U.S.C.), Section 119(e)(4) to require that all states consider extreme weather and resilience as a part of the life-cycle planning and risk management for bridges on the National Highway System. State DOTs are considering how to include other risks besides condition into their bridge asset management planning and are at various levels for identifying and incorporating these additional risks. State DOTs will benefit from learning about other DOTs practices incorporating risk, including available guidance. OBJECTIVE: The objective of this synthesis is to document current state DOT practice for identifying and incorporating risk into bridge asset management planning and bridge management plans.
