Synthesis of Information Related to Highway Practices. Topic 56-07. Practices for Incorporating Risk into Bridge Management Plans
Section 11105 of the Bipartisan Infrastructure Law (BIL) changes to Title 23, United States Code (U.S.C.), Section 119(e)(4) requires that all states are required to consider extreme weather and resilience as a part of the life-cycle planning and risk management within a state asset management plan. The objective of this synthesis is to document current state DOT practice for incorporating risk into bridge management plans. Information to be gathered includes (but is not limited to): Extent to which state departments of transportation (DOTs) incorporate risk into bridge management plans; Items considered in risk analysis for bridges; Prioritization of risk items considered in the bridge management plan; Decision-making structure for incorporating risk into the bridge management plan (e.g., decision makers, staff involvement, and roles); Practices for reviewing output and recalibrating if needed; Practices for incorporating risk-based priorities into the transportation asset management plan (TAMP). Information will be gathered through a literature review, a survey of state DOTs, and follow-up interviews with selected DOTs for the development of case examples. Information gaps and suggestions for research to address those gaps will be identified.
