Updating the GDOT’s Risk-based Programmed Contingencies Through Development of a Data-Driven Decision Tree Model

The primary objective of this research is to develop and deliver the decision tree model and contingency tool to Georgia Department of Transportation (GDOT) for updating the GDOT’s programmed contingency table. The major goals of the project are the following: (1) This research will systematically review several data sources including project-related documents stored in multiple sources (e.g., Concept, Primary Field Plan Review (PFPR), Final Field Plan Review (FFPR), and Preconstruction Status Reports) to derive key information items and reveal patterns for more comprehensive risk identification. (2) The identified information will be correlated with project cost evolvement to construct a new decision tree model as an enhanced data-driven approach to update estimating the programmed contingencies at the Concept Report, PFPR, and FFPR milestones. (3) Best practices from other state DOTs in determining proper contingency percentages for their construction programs will be identified and analyzed, and appropriate lessons learned will be considered in developing a dependable contingency determination approach for GDOT.
