Mitigating Freight Emissions in EJ Communities in and Around Ports
In many parts of the United States, diesel emissions from freight-related sources, especially heavy-duty diesel trucks, account for a significant fraction of the overall emission inventories. These diesel emissions are concentrated in and around environmental justice communities near freight hubs, such as ports, railyards, and warehouses, causing disproportionate burdens on the community members. The air pollution burdens and associated health impacts are especially felt among vulnerable populations, including children and people with underlying medical conditions. To address this critical issue, UCR recently initiated a program called Objective Measurement/Monitoring/Mitigation of Emissions from Goods Movement and Impacts on Air Quality (OMEGA). This comprehensive program aims to address emissions and air quality impacts of goods movement in environmental justice communities most impacted by air pollution through research and education, community engagement, and technology transfer. The first case study under the OMEGA program is focused on communities near warehouses and distribution centers in Inland Southern California. The objective of this collaborative project is to extend the OMEGA program to address environmental justice communities near ports. As part of this project, the project team will conduct an evaluation of the freight movement in and around the port, monitor emissions of heavy-duty diesel trucks from selected fleets, measure air quality in the nearby communities, identify actionable solutions for mitigating the emissions and air quality impacts, and engage with the communities to translate the identified solutions into community actions.
