2023 Updates to MDOT Research Process, Documentation and Tools

Since MDOT contracted with CTC & Associates to revamp their research manuals, tools, and templates, tweaks to some of these are needed. Additionally, new federal requirements will at some point affect SP&R funded research, such as data management plans (DMPs). Research Division wishes to get ahead of this by studying other agencies' and sectors' requirements to formulate requirements for studies which now need DMPs, even if not required. Other updates include template and tool tweaks, and updates to the manuals to include DMP information for consultants and MDOT personnel.
