Development of a New VisionEval Land use Model and Applications to Evaluation of Climate Strategies in Oregon
The research goal is to upgrade the land use model in the current VisionEval implementation and expand its capacity to enable evaluation of transportation and land use policies. The upgrades will improve Ohio Department of Transportation's (ODOT’s) abilities to evaluate how land use and transportation strategies will affect each other and greenhouse gas (GHG) emissions. In addition, they will greatly improve capabilities for modeling land use and its consequences at a more detailed level, evaluating regional land use strategies, and evaluating the social equity implications of land use and transportation strategies. Specifically, the objectives of the work for the proposed project include: (1) design, document, and implement a new strategic land use model for the VisionEval framework; (2) utilize the latest & historical National Household Travel Survey (NHTS) and Smart Location Database (SLD) (circa 2011 & 2019) in model estimation and validation; (3) identify and select the best statistical and machine learning methods for predicting land use changes; (4) apply testing and validation methods to improve methods so that they are acceptable to put into practice; (5) enable user friendly creation and evaluation of land use scenarios, along with transportation policies; and (6) pilot applications of the new land use model, along with existing VisionEval modules, to a region in Oregon and assess the new model to various climate strategies.
