Incorporating a Winter Severity Index [WSI] to Correlate Winter Maintenance Expenses and Material Usage with the Proposed Index
Planning on the required budget and asset management of maintenance material is one of the key operational components that transportation agencies face. Inclement weather conditions require proper planning for winter maintenance services including materials and available budget for maintenance personnel and equipment. Overspending the materials in the beginning and during the winter season might lead to shortage of materials or budget for strong storms at the end season and going into spring and summer. A winter weather index can improve the estimation of required budget and allocation of resources based on the observed trends and predicted weather conditions.
