State Department of Transportation Support for Operationalizing Transit Signal Priority

Bus transit delays and reliability depend on numerous external factors, including the state of traffic congestion and traffic control devices such as traffic signals. Since its initial implementation in 1968, transit signal priority (TSP) has been one of the tools available to transit agencies and their local partner agencies for enhancing transit service quality. This project aims to achieve three goals in the context of TSP design and implementation in Illinois. First, this project will examine the current state of practice in TSP implementation by state DOTs by developing a thorough literature review and conducting interviews with the agencies to learn about their insights about the best practical recommendations in terms of business procedures. Second, this study will extend to the TSP implementation in Illinois through collaboration with IDOT and other TSP stakeholders to develop the best administrative processes. In particular, the inefficiencies in the existing business process in TSP implementation and opportunities for improvements are identified, ideally both short- and long-term. Finally, the findings will be documented to provide recommendations for the best TSP implementation business procedures.
