Evaluation of Low-Cost Safety Improvements (ELCSI-PFS)

This project is being created to continue activities from Pooled Fund Project TPF-5(317) Evaluation of Low-Cost Safety Improvements (ELCSI-PFS) Evaluations of Low Cost Safety Improvements Pooled Fund Study (ELCSI–PFS) | FHWA (dot.gov). ELCSI–PFS has been conducted under and supported by the Development of Crash Modification Factors (DCMF) program. The ELCSI–PFS, which consists of 41 State department of transportation (DOT) members, has provided technical feedback on priority safety improvement evaluations to the DCMF program for low- to high-cost improvements and implements new safety improvements to facilitate evaluations. OBJECTIVE: The goal of this research is to develop reliable estimates of the effectiveness of the safety improvements identified as strategies, including but not limited to, those in the National Cooperative Highway Research Program (NCHRP) Report 500 Guidebooks. These estimates will be determined by conducting scientifically rigorous before-and-after evaluations at sites in the United States where these strategies are being implemented. This work will support efforts towards Vision Zero and the Safe Systems Approach.
