Before and After Evaluation of Smart Bay Connected and Automated Vehicles (CAV) for Advanced Safety and Mobility Along US 98
The goal of this evaluation is to conduct an evaluation of the safety and mobility performance of US 98 (SR 30/SR 30A) from the Bay County-Walton County line to east of Tyndall Air Force Base (32 miles) before and after the Smart Bay CAV project deployment. The evaluation will be based on the goals and objectives of the project and additional stakeholder inputs. The SMART Bay project documents have identified the goal of the District Three Smart Bay project is for US 98 in Bay County to provide advanced CAV driver and vehicle notification and an Automated Traffic Signal Performance Measures (ATSPM) system to improve safety, enhance mobility, and inspire innovation, and market acceptance. The specific objectives of this evaluation project are: (1) develop an evaluation plan; (2) collect, preprocess, filter, clean, and archive data that allows unbiased evaluation of the project deployment for the pre-deployment and post-deployment conditions; and (3) evaluate and compare the performance of the study segment for the pre-deployment conditions and post-deployment conditions based on the identified performance metrics.
