NHS Intermodal Connector Criteria
The objective is to examine whether existing NHS intermodal connector criteria are adequate for the current state of affairs. If not, the research will make recommendations on steps on how to change existing criteria or recommend new criteria to include. Since the original NHS connector designations in the 1990s, much has changed in the U.S. population and economy. NHS intermodal connectors must meet changing expectations and needs of the communities they serve. The U.S. economy is undergoing dramatic changes, with major evolutions in technology, trade, finance, telecommunications, and other key sectors. It is therefore important to re-examine the NHS eligibility criteria in Appendix D of 23 CFR 470 to see determine if the regulatory activity values for qualifying an intermodal terminal to the NHS is still relevant and current.
