State and MPO Freight Assessment
The Freight Program Assessment is one of FHWA’s primary methods to understand freight transportation planning and program delivery activities. FHWA currently conducts two assessments, a State Freight Program Assessment (SFPA) and a Metropolitan Planning Organization Freight Program Assessment (MPOFPA), to document successful practices, areas of concern, and opportunities for training and technical assistance.
