Development of a NIST Cybersecurity Profile for the ITS Ecosystem

This project will develop a cybersecurity profile and guidelines for State and Local Department of Transportation (DOT) decision-making and activities to address cybersecurity issues for the ITS ecosystem. Although the profile that is developed will address a broader segment of the ITS ecosystem, it will also develop a reference implementation that describes how to implement cybersecurity controls for several service packages from the ITS architecture. A critical element of this project will include development of a catalog of Transportation Infrastructure Control assets that provides descriptions and specifications in order to support cyber risk assessment and development of cyber risk mitigation strategies. The tailoring process will require engagement with stakeholders. The resulting CSF profile will be turned into guidelines and model templates that can serve to support Decision-makers and project managers of ITS infrastructure and Planners and financial programmers to understand the scope of the additional actions (such as steps, processes, or mitigations) that are needed. This project will be led by FHWA but conducted in collaboration with FTA, FMCSA, NHTSA and other modal representatives.
