Development of Workforce Education Materials and Equipment
As is noted in Automated Vehicles 3.0, Preparing For the Future of Transportation, automation may have impacts on jobs with non-driving responsibilities. As connected and automated vehicle to vehicle (V2V) and vehicle to infrastructure (V2I) technologies mature, the installation and maintenance of equipment will transition from being a niche market to being necessary at vehicle repair shops and public works departments nationwide. AV 3.0 also states Automation will create jobs in programming, cybersecurity, and other areas that will likely create demand for new skills and associated education and training. To address this demand, USDOT will promote professional capacity building (PCB) through the development of training materials and through equipment loans. By working with community colleges and technical schools that train future automotive repair professionals and traffic signal technicians, USDOT will develop training materials, including an online class for CARMA use and installation, digital documents and explanatory videos for use both for self-study and in the classroom. To give community colleges and infrastructure owners and operators (IOOs) the opportunity for hands on experience with these technologies, USDOT will also develop a kit of equipment linking up to its existing research efforts (e.g. "CARMA-in-a-box") which community colleges or IOOs can borrow or self-procure. As part of the development and refinement process, USDOT will provide support to training programs and IOOs learning about V2V and V2I devices. Consistent with the technical assistance and training direction laid out in the ITS JPO's Accelerating Deployment Program section of the USDOT's Annual Modal Research Plans (AMRP), this task order proposes development of training materials (including documents and videos), development and loaning of V2V and V2I equipment kits for hands-on experience, and support for users of these training materials and equipment loans. This work also supports the language in AV 3.0 that recommends that "Entities involved in developing and deploying automation technologies may want to consider how to assess potential workforce effects, future needs for new skills and capabilities, and how the workforce will transition into new roles over time. Identifying these workforce effects and training needs now will help lead to an American workforce that has the appropriate skills to support new technologies."
