Post-let Environmental Analysis and Permitting for Alternative Delivery Projects
The primary objective of this research is to assist the Georgia Department of Transportation (GDOT) in its efforts to streamline post-let environmental analysis and permitting processes for its alternative delivery projects. This research aims to better understand (a) the triggers of environmental reevaluation in design build projects and (b) the relationship between reevaluation and project outcomes across the portfolio of alternative delivery projects. GDOT anticipates a significant increase in the size of this portfolio. Consequently, developing a greater understanding of factors associated with reevaluation is timely. In alternative delivery projects, contractors are invited to engage in innovative design and construction processes that allow for greater project efficiencies and accelerated delivery through various forms of the design-build process. To successfully navigate environmental review contractors must have a deep understanding of the processes for environmental assessment as specified by GDOT, U.S. Federal Highway Administration (FHWA), as well as the review and permitting processes found amongst the network of federal and state environmental regulators.
