Tampa Bay Citizens’ Academy on Transportation (TB-CAT) & Guidebook for Virtual Citizens’ Academies on Transportation

Public involvement in local transportation decision-making is key to achieving a safe, equitable and sustainable transportation system that meets the needs of all system users. Meaningful participation in the transportation decision-making process is best achieved when citizens are empowered with information and knowledge to help them navigate complex topics like transportation policy, multimodal planning best practices, budgeting, and the layered organizational context in which these decisions are made. With new transportation projects being planned and constructed throughout the Tampa Bay region, more education is needed to guide citizens toward a better understanding of how they can engage in the process and how projects can and are being shaped to advance important issues, such as transportation safety, community return on investment, active mobility for public health, and creating more sustainable cities. The 2021 Tampa Bay Citizens Academy on Transportation focused specifically on outreach to citizens within the City of Tampa limits. The 2022 course will expand the reach of this program into communities within the greater Tampa Bay area, which includes Tampa (Hillsborough County), and St. Petersburg and Clearwater (Pinellas County). This course will introduce additional citizens in the Tampa Bay region to the information they need to be effective ambassadors for projects that achieve a safe, equitable and sustainable transportation system in the community. It is designed for local citizens, advocates, transportation enthusiasts, and people involved or working in transportation. Many agencies are shifting to hybrid models (virtual and in-person) for public participation, and expanding their outreach using various virtual platforms and tools. To support these efforts, a guidebook for a virtual Citizens Academy on Transportation will be developed for local agency staff and community partners. The guidebook will be beneficial for facilitators in other cities and regions across the nation in their efforts to engage and empower citizens in local transportation decision-making using virtual model recommendations.
