Innovative Tools, Techniques, and Processes to Accelerate Project Delivery
The Contractor shall provide research and implementation assistance on statewide and regional transportation planning processes, in the PEL context to build the practitioners’ capacity to implement PEL in support of accelerating project delivery. The Contractor shall build directly on the PEL Framework and other FHWA existing PEL resources. The research will include consideration of strategies, tools and data for institutionalizing PEL in: (1) integrating approaches for performance-based planning and programming (PBPP) with a planning and environmental review process; (2) scenario planning; (3) safety planning; (4) equity planning; (5) resilience planning; and (6) congestion management process.
