Review and Validation of Current SHIFT Methodologies

The Strategic Highway Investment Formula for Tomorrow (SHIFT) is the Kentucky Transportation Cabinet’s data-driven, objective method for analyzing prospective capital improvement projects and prioritizing limited transportation funds. SHIFT will soon enter its third iteration. Since the formula’s introduction, most research has focused on improving individual components of the scoring mechanism. But SHIFT in its entirely merits review. This project will bring together a diverse group of professionals to assist KYTC staff in the review and continued refinement of the SHIFT scoring process. As SHIFT components evolve into more complex processes, it is critical to examine they fit together (i.e., weighting) to ensure the tool generates the best output moving forward. This project will work to keep SHIFT’s methods up-to-date while staying true to the formula’s original purpose.
