Qualified Products List (QPL) System Needs Study

The Idaho Transportation Department (ITD) Qualified Products List (QPL) provides an avenue for manufacturers to submit proprietary products for evaluation, and if successful, receive approval to be listed for use on ITD projects. The QPL program is overseen by a program manager with support from various subject matter experts who evaluate submitted products by comparing ITD lab reports or published test results against category criteria published in our Standard Specifications. A software program, which was developed in-house to support the QPL, is nearing the end of its useful service life. The purpose of this project is to review the department’s QPL processes and software and evaluate options for upgrading or replacing the software supporting the program. The objectives of this project include: (1) Reviewing the department’s current processes and software for the Qualified Products List program. (2) Identifying and reviewing options to improve the department’s current processes and the software tools supporting the QPL Process. (3) Providing recommendations to assist the department in improving QPL program processes and software.
