Planning Capacity Building, Planning Methods, and Oversight

To aid in the implementation of the Federal Highway Administration's (FHWA’s) current research program and future research programs, HEPP requires the support of and access to multi-disciplined teams to meet the transportation challenges for the twenty-first century. Services provided by the Volpe Center will be targeted at specific needs and areas of interest that will support FHWA work in transportation planning capacity building as well as innovation in transportation planning processes and decisionmaking, transportation and land use, and transportation and community impacts. The Moving Ahead for Progress in the 21st Century Act (MAP-21) and the Fixing America's Surface Transportation (FAST) Act establish policy, principles, and planning practices for a flexible national research and technology program. A key research program area is planning, environment, and realty. HEPP is responsible for developing and implementing research projects focused on the following objectives: (1) promote more informed transportation decisionmaking to improve transportation planning, programming, operations, and coordination; (2) promote integrated planning that improves transportation safety and addresses environmental, social, and economic needs; (3) streamline the project delivery process; (4) minimize environmental impacts of transportation investments; and (5) improve the way transportation contributes to economic development and communities' quality of life.
