Planning & Environment Linkages

The National Association of Development Organizations Research Foundation (NADO RF) proposes to complete research and develop written materials and deliver training to advance the use of Planning and Environment Linkages (PEL) in rural and small metropolitan regional transportation plans, processes, and practices. Research will be conducted using multiple approaches, including reviewing literature and transportation planning agencies’ primary source documents, as well as gathering qualitative information from practitioners. This research will be used to build transportation practitioners’ capacity through research-based issue briefs and training sessions related to connecting PEL to steps in the rural and small metro planning process and opportunities for interagency collaboration. This proposed work aligns with the Federal Highway Administration (FHWA) program goals and objectives as outlined in the FHWA Strategic Plan, FY2019 – 2022 of deploying innovations to accelerate transportation project delivery.
