Evaluation of Highway Safety Improvement Program (HSIP) Project Performance
The Highway Safety Improvement Program (HSIP) is a core Federal-aid program with the purpose of reducing fatalities and serious injuries on all public roads. Each state is required to submit an annual report documenting its HSIP implementation and program effectiveness to the Federal Highway Administration (FHWA) Division Administrator. Idaho Transportation Department (ITD) prepares a report detailing both ITD and Local Highway Technical Assistance Council (LHTAC) HSIP projects. The annual report is to include: (1) An assessment of the effectiveness of the safety improvements; and (2) A description of the extent to which the safety improvements have contributed to reducing fatalities and serious injuries on all public roads. Currently, ITD’s HSIP report only documents the combined impact of ITD and LHTAC HSIP projects. The effectiveness of individual projects is not evaluated or reported. The purpose of this project is to develop a set of well-documented methodologies and scripts or tools that staff can use to assess the safety impact of individual HSIP projects. This information will all allow the department to more effectively select needed safety improvement projects/countermeasures. The objectives of this project include: (1) Developing a methodology, process, and set of tools to evaluate individual HSIP projects as well as a series of projects across a corridor. (2) Developing a well-documented methodology that can be scripted to look at the effectiveness of Crash Modification Factors used over a period of time.
