RES2020-03: Developing Safety Measures and Thresholds for Highway Construction in Tennessee
In recent years there has been increased emphasis on contractor safety culture. It is not sufficient to look at past safety records, but to anticipate future safety performance. To this end, TDOT is seeking to develop metrics and thresholds to serve as a basis for prequalifying contractors proposing to do business with TDOT. The initial step in the process of developing standards of safety performance is to understand the “state of the art” generally and in the context of transportation construction specifically. This work will be undertaken against a background of a knowledge and understanding of the reported injuries and fatalities in the industry based on analysis of reported workers’ compensation injuries as well as understanding the relative risks of individual projects. The establishment of safety metrics has been undertaken by a multitude of organizations and agencies. A major objective of the project is to survey the approaches suggested in the literature and undertaken by various private and public organizations with the aim of identifying the best of these metrics and the potential aspects of their application (i.e. suggesting thresholds). Additionally, detailed information will be provided on the nature and cause of fatalities and injuries in highway construction in Tennessee in recent years.
