Development of a Maryland State Specific Preferred Crash Modification Factor (CMF) List

Maryland Department of Transportation State Highway Administration (MDOT SHA) is dedicated to implementing countermeasures that will improve highway safety. Crash Modification Factors (CMF) are a tool to evaluate the safety effect of a countermeasure by estimating the expected change in crashes after implementing a countermeasure. Although most CMFs are available through the Federal Highway Administration’s CMF Clearinghouse, a search for a single countermeasure often returns a large number of CMFs making it difficult for engineers to use them properly. CMFs for some countermeasures may also not be available. The objective of this project is to develop a Maryland state preferred CMF list. This will result in better guidance for engineers and will help ensure consistency regarding CMF use on proposed projects. State CMF lists can vary from a short list of the most commonly used CMFs to a longer, more comprehensive list. The research team will recommend an approach after examining CMF lists in other states, then work with MDOT SHA to determine which countermeasures should be included on the State list and develop one set of suggested CMF values for each countermeasure based on Maryland conditions. The result will be a recommended CMF list for evaluating safety performance for various countermeasures by facility type (bike/ped, interchange, intersection, freeway segment, and non-freeway segment).
