Vehicle on Shoulder and Crash – Correlation or Causation
KYTC partners with Waze through the Connected Citizens Program to access traffic information reported by Waze users, including crashes, traffic jams, potholes, objects in the road, vehicles stopped on shoulders, and other hazards. KYTC has used this information to enhance the situational awareness of travelers and to support real-time incident management. After reviewing traffic data alongside these crowd-sourced reports, the ITS Branch of KYTC has observed a frequent chain of events that appear to be in the following sequence: Vehicle on Shoulder, speed drops to well below free-flow condition, and then reports of accident. A better understanding of the correlation and/or causation among these alerts can help KYTC develop operational strategies and policies to prevent future crashes and fatalities.
