Right Shoulder Passing Blisters Versus Left Turn Lanes

Since the implementation of KYTC’s auxiliary turn lanes policy, district-level personnel have observed that some locations have seen no safety-related impacts while suffering from significant queuing and delays from left-turn volumes that do not meet the left-turn lane threshold. Other states (e.g., Indiana) have used Passing Blister designs, which provide wider areas of full-depth pavement to accommodate passing on the shoulder under these conditions. While the effectiveness of such a design has not been fully evaluated, its reduced costs and potential to serve as a reliable solution (as has been the case in other states), suggest it may help alleviate low volume left-turn lane blockages.
