Intersection Control Evaluation Methods
Intersection Control Evaluation (ICE) encompasses the decision-making process and framework a growing number of transportation agencies have adopted to more holistically approach the consideration and selection of access strategies and concepts during transportation planning, project identification, and initiation processes focused on the addition, expansion, or full control of intersections. ICE approaches have been used to: 1) Emphasize key performance outcomes, cost-effectiveness, and sustainability instead of relying on intersection control warrants; 2) Move away from the pre-selection or reliance on traffic signals and the widening they require along approach roadways; and 3) Mainstream the consideration of innovative intersection alternatives that are proven but under used (e.g., the DDI, roundabout, J-turns).
