RES2019-14: Comprehensive Planning Guidebook for Commodity and Freight Movement in Tennessee

This study implements two methods and developed GIS based tools that can be used to estimate disaggregate freight flow data to support freight planning and policy. Data used included the IHS Global Insight’s TRANSEARCH commodity freight database, Infogroup InfoUSA business and consumer contact database, and the Bureau of Economic Analysis (BEA) Input-Output Accounts. The development of GIS-based tools, implementing the methods, supports the wide application of the research outcomes in transportation planning and policy decision making. Model strength to accurately obtain commodity flow data was demonstrated through case studies. Finally, the research team prepared a guidebook that details how commodity flow data should be collected and disaggregated. The guidebook also outlined approaches, methods, analytical techniques, and megatrends that enable local agencies, MPOs, and state DOTs to better their freight planning, programming, and operations responsibilities. The research team also hosted a half-day online workshop to present findings from this project and foster the beginning of dialog regarding developing collaborations of the Piedmont Atlantic, Northeast, and Florida Megaregion states to improve freight planning and operations and management and project selection and funding.
