Assessing and Enhancing the Transportation Resilience for the State of Iowa
The current project plans to define and validate appropriate procedures that will form the cornerstone of resilience assessment and enhancement strategies customized for highway transportation network of the state of Iowa. For this purpose, a systematic effort is needed to: (1) Define the resilience goals or targets; (2) Understand the system characteristics; (3) Characterize disruption scenarios; (4) Estimate the consequences; and (5) Find optimized solutions for the possible improvements. To address these aspects, a series of projects (in phases) are defined at the Iowa DOT under the umbrella of "Assessing and Enhancing the Transportation Resilience for the State of Iowa". The ultimate goal of these projects is to develop a system-level resilience framework that can be eventually used as a tool by the Iowa DOT engineers for optimizing and prioritizing the investments while ensuring that the transportation system is capable of absorbing shocks, adapting to changing conditions, and rapidly recovering from disruptions. These attributes assure that a big picture perspective is considered when investment decisions are made. The umbrella projects are planned to span a total of 6 years. The Phase I of this project consists of two main sub-phases (1-1 and 1-2). Phase 1-1 will address the requirements of development of a state-wide resilience assessment tool by identifying databases and tools that support the i) asset characterization and ii) transportation network model building. Phase 1-2 will demonstrate the applicability of the proposed procedure for resilience enhancement in a small scale with a case study that has the required data readily available. The tasks proposed for each sub-phase are: Task 1: identify the data sources for assets and their condition states; Task 2: identify the data sources for building the network/traffic models; Task 3: collection of historic data; Task 4: vulnerability analysis in the study area; Task 5: resilience index and relation to functionality of the network after extreme event; and Task 6: Risk and resilience management using RI.
