SPR-4226: Cost-Effectiveness of Converting Signalized Arterials to Free-Flow Facilities
The study product will enable INDOT to identify, for each combination of site conditions and traffic volume, whether to maintain an existing signalized arterial or whether to convert it to a free-flow facility, and the life-cycle costs and benefits associated with each option. In cases where the preferred alternative is to maintain the status quo, the study product will also help INDOT identify the future year, if any, at which conversion to free-flow may be warranted.
