Impacts of Connected Vehicles and Automated Vehicles on State and Local Transportation Agencies--Task-Order Support. Deployment Guidance for CV Applications in the Open Source Application Development Portal

The panel for NCHRP Project 20-102(17) met on June 17th and 21st, 2022 to develop a research project statement. The panel reviewed the problem statement on Project 20-102(17) (Readiness Assessment of CV Applications in the OSADP), that was referred to the panel for consideration of technical scope and for the formulation of a research project statement, and discussed related activities. The panel concerned about the approved budget level and a very aggressive project schedule during the discussion. However, the panel developed a Request for Proposal (RFP) in line with the original problem statement and it was posted on TRBNet on July 11th, 2022 with a response due date of August 29th, 2022. Unfortunately, no qualified response to the RFP was received by the due date, which may be an indicator for inadequate funding. After further deliberations, the panel recommended that NCHRP Project 20-102(17) should not be further pursued. However, the submitter may consider proposing a different scope that can address some of the challenges in backend compatibility of open-source tools geared toward IOOs to enable CV deployment and research questions that may motivate CV deployment with adequate budget that can realistically be achieved for consideration by the NCHRP in a future project. Based on the panel's recommendation, it was recommended that Project 20-102(17), FY 2018 be cancelled and the funds allocated to this project ($100,000) be returned to Program funds for use by the AASHTO Special Committee on Research and Innovation as appropriate.
