Addressing Changing Demographics in Environmental Justice Analysis, State of the Practice

The objective of this study is to provide information that helps to improve efficiency in transportation decision making and accelerate project delivery through development of research and case studies. The research and case studies will provide information on changing demographics in the United States and discuss implications for transportation practitioners as it relates to identifying environmental justice (EJ) populations and determining adverse effects and disproportionately high and adverse impacts on minority populations and low-income populations, particularly in communities where the majority population is minority and/or low-income. The research will also highlight the importance of access to and analysis of accurate demographic data to ensure that potential impacts to communities and citizens are recognized early and addressed throughout the transportation decision-making process. The research will synthesize existing information as it relates to how metropolitan planning organizations (MPOs) and State departments of transportation (DOTs) consider changing demographics or shifts in demographics when conducting an EJ analysis during all phases of the transportation decision-making process. The research will provide the foundation for a comprehensive state-of-the practice report that will reference best practices for identifying EJ populations, assessing data to better understand EJ households and their transportation needs, and the implications of demographic changes.
