Drugs and Driving State of Knowledge

There are many drug-related studies that can be found across a variety of sources; however, the focus tends to be on drug use rather than on drugged driving specifically. Also the attention tends to be toward illegal drugs, rather than prescription and over-the-counter medication use. The National Highway Traffic Safety Administration (NHTSA) has previously published comprehensive "State of the Knowledge" reports on drugged driving research including Joscelyn, Donelson, Jones, McNair and Ruschmann (1980); Compton and Anderson (1985); and Jones, Shinar and Walsh (2003). These reference documents have been critical for use by NHTSA and by other federal agencies, State Highway Safety Offices and other stakeholders. Significant research on drug use and driving since the last update needs to be critically reviewed, summarized, and consolidated. For example, NHTSA has published qualitative reviews examining specific aspects of drugged driving such as the effects of individual drugs (Couper & Logan, 2004) and State laws (Walsh, 2009; see also Lacey, Brainard, & Snitow, 2010) as well as Reports to Congress summarizing the agency's drugged driving research (Compton, Vegega, & Smither, 2009; Compton, 2017). NHTSA wishes to incorporate this new information into a current state of the knowledge of drugged driving. This project, a systematic review, shall cover a broad range of drugged driving research topics, including the detection and measurement of drugs in drivers, experimental effect of drugs on the performance of driving-related tasks, drug prevalence in various populations, drug-crash risk, and potential countermeasures for drugged driving.
