SPR-4200: Ohio River Bridges East End Crossing, PRB, Project After Action Review of Procurement Models

IFA and Indiana Department of Transportation (INDOT) completed the ORB project East End Crossing as a Public-Private Partnership (P3). It is beneficial to have a quantitative understanding of the associated commitments, design choices, toll revenue forecasts, maintenance costs and estimated economic development impact associated with this project. This understanding will enable better estimates of the benefits to awarding both design and maintenance responsibility to a private provider as it better aligns incentives for higher design expenses up front by the developer. This understanding will enable appropriate structuring of future projects, including bundling and risk allocation. The analysis will also enable an understanding of contexts where public sector management of projects may be better than P3 solutions.
