Guidance for Safe and Effective Temporary Traffic Control for Mobile Operations on Two-Lane Two-Way Roadways

Work zone safety is paramount to state departments of transportation for the traveling public and work crews. Temporary traffic control procedures can help ensure safe and effective operations under a variety of work conditions, especially for mobile operations on two-lane roadways. However, poor driver behaviors around mobile operations are a major concern to workers. Behaviors include distracted and impaired driving, excessive speeds, tailgating of the work vehicles, and rear-end collisions with truck-mounted attenuator vehicles or with other vehicles already queued behind the work activity. Under NCHRP Project 03-132, The Texas A&M Transportation Institute was asked to develop guidelines to enhance the safety and effectiveness of mobile operations on two-lane, two-way roadways under variable conditions.
