FAST Act: Compliance, Safety, Accountability and Safety Measurement System Study

Section 5221 of the FAST Act required the Federal Motor Carrier Safety Administration (FMCSA) Administrator to commission the National Research Council of the National Academies to conduct a study of the Compliance, Safety, Accountability (CSA) program and the Safety Management System (SMS) utilized by the CSA program.     • Since the Federal Motor Carrier Safety Administration (FMCSA) began its nationwide rollout of the CSA program in 2010, there have been numerous reports with conflicting conclusions related to the effectiveness of the SMS used by the CSA program. A number of independent reports have confirmed the effectiveness of SMS, including reports by the University of Michigan Transportation Research Institute (UMTRI), the American Transportation Research Institute, and FMCSA's own analyses. Other entities, such as Wells Fargo and the Government Accountability Office, maintain that the CSA program is underperforming. Since its implementation, SMS has been revised several times to make improvements to the methodology to better target non-compliant motor carriers and to improve the display of data so that it is easier for users to understand. Many of the changes to the system were the result of recommendations from law enforcement, industry, safety advocates, and other stakeholders.
