National Data Fusion Project, Phase I
The National Data Fusion Center is envisioned to be a single interface that combines data from roadside inspection stations nationwide. State data systems will transfer data to a Federal system, allowing for data sharing among States. A successful National Data Fusion Center will provide opportunities in commercial vehicle enforcement to conduct HOS verification across jurisdictional boundaries, through the use of vehicle and driver identification and other e-screening systems. Use of the National Data Fusion Center might involve identifying cases—through time of flight and miles traveled estimates calculated using license plate reader (LPR) data—where a driver’s record of duty status was falsified, indicating HOS fraud. Phase 1 of the National Data Fusion Center is complete. In Phase 2, a regional system will be developed and tested in the Commerical Motor Vehicle Roadside Technology Consortium (CMVRTC). The system will be designed to be scalable for national implementation. For the National Data Fusion Center to be successful, LPRs and U.S. Department of Transportation (USDOT) number readers must be accurate, data retention/specifications must be appropriate, and States must be able to adopt current systems to allow for the storage and transfer of this new data set.
