Workshop and White Paper to Explore the Development of Accessibility, Livability, and Prosperity Scores In Conjunction with Caltrans Planning

Transportation accessibility is critical for delivering an equitable transportation system that can provide mobility to all travelers. Increasingly, transportation is understood to be a key component for improving both livability and prosperity. The California Department of Transportation (Caltrans) 2015-2020 Strategic Management Plan significantly advances Caltrans’ philosophy and thinking regarding the important role that transportation plays in all aspects of community and quality of life. Caltrans’ Mission Statement, to “Provide a safe, sustainable, integrated, and efficient transportation system to enhance California’s economy and livability” clearly articulates this goal. The Strategic Management Plan calls for performance measures to monitor success. This proposal is focused to assist Caltrans with the development of scores to measure accessibility, livability, and prosperity. A synthesis of methodological approaches will be used including a literature review pertaining to accessibility, livability, and prosperity, and the development of mini-workshops or forums with thought leaders in accessibility, livability, and prosperity.
