PPRC14 SPE 5.04: Algorithms for Grouping Segments into Projects in PaveM

This task is a continuation of PPRC11 Project 3.28 (PaveM Engineering Configuration). The main goal is to continue development of an algorithm that will allow the detailed management sections to be grouped into appropriately sized sections for project selection, while retaining the benefits of detailed performance prediction.
