SPR-3944: Pre-Contract Scoping Processes - Synthesis of Best Practices
Scoping is the process of developing a project's objectives, need, preliminary cost estimate, and preliminary schedule based on a recognized need that the project is intended to address. The main research activity of this project is a review of the state of art and the state of practice in project scoping. This activity will be complemented by discussions/interview with personnel involved in scoping activities in different departments of Transportation nationally.
