SPR-3702: Strategies for Grouping of Transportation Projects
This study will refine the bundling criteria and develop a systematic procedure for bundling INDOT projects. Bundling considerations will include geographical location, asset type, project type and size, and the contract timing. To facilitate implementation, the framework will consider the manner in which INDOT projects are currently planned and programmed. The study will review existing literature, survey agencies, develop a bundling framework, data collection, and demonstrate the framework implementation. The report will discuss specific potential benefits of bundling include scale economies, and reductions of work zone duration, contractor mobilization and demobilization efforts, and overall project delivery duration.
