SPR-3726: Updating RoadHAT - Collision Digram Builder and HSM Elements

The improved RoadHAT, a tool for facilitating safety management process, will further streamline and speed up preparations of documentation to justify road safety investments. The recent development of Highway Safety Manual at the national level will be incorporated if found beneficial. These improvements will lead to a better selection of safety improvement projects and ultimately less frequent and less severe crashes on Indiana highways.
