Research for the AASHTO Standing Committee on Planning. Task 58. Best Practices for State and MPO NHS and STP Programming

The objectives of this task are to : (1) conduct a survey of the states and selected MPO areas to look for commonalties and unique approaches to project identification, prioritization, and selection; (2) identify those areas which have had the greatest success matching their transportation needs and objectives to the general STP and NHS projects funded in their state and/or local TIPS; (3) analyze their approaches to these issues, and determine which approaches have the greatest potential to be successful if applied in other areas. If necessary, to develop new approaches or variations on the lessons learned; and (4) document these best practices; identify specific elements that encourage and/or support the use of these preferred methods, and barriers that may exist to their implementation by other local or state organizations.
