Evaluation of Peak Hour Parking Restrictions on Major Arterials
In the constrained environment of the District of Columbia, systems operations and management strategies are essential to address roadway traffic congestion. A range of techniques have been deployed to help with peak traffic flows, including reversible lanes systems, peak-hour parking restrictions, and real-time adaptive traffic signal control. Changes in peak flows and the priorities for the transportation network necessitate the periodic revisiting of the strategies employed. Reversible lanes, for example, have been discontinued on several roadways in favor of more multimodal and livable streets. Strategies employed must balance several conflicting objectives, including: 1) the needs of local residents and businesses, 2) of commuters, 3) of multiple modes, and 4) for the safety for all users. As part of the District of Columbia Department of Transportation's (DDOT) mission to develop and maintain a cohesive sustainable transportation system, the department works both to provide next generation alternatives to single occupancy driving in the city, as well as to operate the transportation system efficiently and safely. DDOT staff have previously evaluated the operations of one strategy - reversible lanes - in terms of utilization of infrastructure capacity, safety, and land use/economic development.* This project will build on this approach and expand it to a broader set of strategies. The result will be a policy framework/criteria for evaluating strategies in terms of capacity, safety, and multimodal considerations.
