Study of the Regulatory Issues Affecting Truck Freight Movement in Region VII
Freight movement by truck across Iowa and throughout the Midwestern states in Region VII is a critical issue that will impact commerce in the short-term future (5-10 years) as well as the long-term future (20-50 years). Truck movements across the Midwestern states are projected to increase, and this increase points to a need to remove potentially unnecessary barriers/obstacles and establish a more efficient and productive system for the movement of freight. Potential regulatory obstacles/barriers for trucking include requirements for commercial driver licence (CDL), medical certifications, permits for oversize/overweight loads, and hourly limits on drivers. Experiences of other states in changing regulations and policies, and their applicability to Iowa and the other states in region VII, will be important to consider in a bid to facilitate improved freight movement and the free flow of goods in Iowa and surrounding states. The Iowa Department of Transportation (Iowa DOT) has requested assistance from the Institute for Transportation in investigating the regulatory issues that may affect or limit freight movement in Iowa and other Midwestern states. The proposed study will complement the findings of the Iowa DOT study with the following: review of regulatory conditions affecting truck freight movement in Region VII; survey of all states in Region VII; and performance analysis of select truck freight corridors in the region, in terms of freight flows, capacity, types of commodities moved, congestion, and crashes.
