District 8 High Occupancy Vehicle (HOV) Facility Performance Analysis
As the data regarding high occupancy vehicle (HOV) lane performance have continued to accumulate in the past couple of decades, understanding of the impact of HOV lane operation has also continued to improve. Evidences and experiences have confirmed the benefits of HOV lanes in many ways. A proper design and operation of HOV lanes will ensure that: 1) the capacity of the freeway systems is used efficiently, minimizing the economic losses due to travel delay, 2) traveling in these lanes is safe and accountable, preventing the economic losses due to injuries, fatalities, as well as property damages, and 3) the environment and public health are protected, reducing air pollution from travel. The outcome of this project is to provide the Caltrans with adequate operational data and analysis on pros and cons of different types of HOV facilities.
