Work Zones Evaluation of COZEEP and MAZEEP Officers in Caltrans Construction and Maintenance

Caltrans needs an evaluation of the use of COZEEP and MAZEEP officers in Caltrans Construction and Maintenance Work Zones to determine the effectiveness and cost effectiveness of using these officers. Officers are used to "encourage" the traveling public to obey the posted work zone speed limit, and to reduce the number/severity of accidents in the work zones.. There is currently no information available to answer these questions. Caltrans spends approximately $40 million per year to place COZEEP and MAZEEP Officers from California Highway Patrol (CHP) in Construction and Maintenance work zones. The customer wishes to know if this use of CHP officers is effective, and is it cost effective for Caltrans.
