Measurements for Success of Container on Barge Utilization on the Tennessee Tombigbee Waterway
This project proposes to develop policy recommendations and specific metrics on how investment in the M65 Corridor will be gauged to determine success and measurement of return on investment. Data will be collected with the assistance of the TTW Development Authority, the locking systems, and the Corp of Engineers. Metrics will include but not limited to: (i) Change in highway maintenance cost for specific heavily used corridors; (ii) Traffic counts to measure reduction in truck traffic on specific corridors; (iii) Reduction in over all logistics cost to industry based on new competition; (iv) Reduction on green house gas emissions; (v) Measure the shift and/or increase in intermodal activity at ports, rail, and truck terminals; and (vi) Sustainability of container on barge service. Intermodal Orientation of the Project: What modes of transportation are to be dealt with in the project? Does the project affect passenger transportation and/or freight transportation? Does the project involve intermodal transportation system planning, design, improvement, or assessment? This project examines freight flows assessments for rail, truck transport, and container-on-barge transportation. By developing performance measures, the research team will build on the "Container-on-Barge Service to/from Mobile via the Tennessee-Tombigbee Waterway" study that was submitted by the Port of Itawamba. The scope of the proposed project will develop policy recommendations and specific metrics that assess the return of investment in the M65 corridor.
