Assessing the Legal and Economic Impacts of Container Fees Used to Finance Transportation Improvements and Enhance Air Quality

This research will address the legal, governance, and administrative issues surrounding the implementation of container fees in California to fund improvement of the flow of goods and mitigate the environmental impacts of goods movement. This research will also assess the overall competitiveness and attractiveness of California;s ports with several other US port economies, the potential impacts of the loss of business to these competitor ports due to the imposition of a container fee in California, and, we will also survey one of the main stakeholders in the container fee debate whose voice is often ignored-truckers- to learn more how such a fee would economically impact them and who is in the best position to bear this cost.
