Development of an Assessment Tool for Water Quality Related Mitigation Related to Roadway Construction

The West Virginia Division of Highways intends to develop a systematic and organized wetland and stream mitigation banking program to offset unavoidable impacts to wetlands and streams from activities related to roadway construction. The overall objective of this research is to develop an assessment tool for water quality related mitigation related to roadway construction. Specific tasks include developing a state-wide stream inventory that identifies water quality impairment and potential mitigation strategies based on the current 303(d) list, Identify structurally sound streams, conduct monitoring and water quality modeling, and develop a stream inventory and final report with rankings based on the predicted water quality improvement as ecological benefits.
