      <title>From Region to Relationships: Toolkit for Developing Multimodal Corridor Systems</title>

      <description><![CDATA[State departments of transportation (DOTs) and metropolitan planning organizations (MPOs) utilize extensive resources and time to develop robust long-range transportation plans and asset management plans that are very policy based. In addition, they develop their very location-specific programs and program projects. However, apart from an area that may require National Environmental Policy Act (NEPA) analysis, there is an overall lack of tools to tie the statewide/regional/local policy plans to specific projects in (state) transportation improvement programs.

Corridor plans at either a statewide or regional level can provide states and MPOs with a tool to bridge this gap (especially among local jurisdictions) and to allow for a corridor-specific vision and plan. This corridor plan and vision will take the statewide/regional vision and goals, tailor them to the corridor, and then provide guidance and a framework when state and local agencies develop projects along that corridor. The primary function of these corridors (activity, multimodal, main street, freeways, arterials, etc.), their connections between surrounding land uses, and safety, mobility, and accessibility needs should be factored in.

OBJECTIVE: The objective of this research is to identify strategies for state DOTs to encourage local agencies to proactively generate multimodal master plans based on the long-term vision for the corridor and its surrounding land uses.]]></description>

      <title>A Framework for Integrated Quality of Service Evaluation using Operational and Safety Considerations</title>

      <description><![CDATA[This project addresses a critical gap in transportation decision-making by examining the relationships among safety and operational performance measures that State DOTs typically use for planning, design, and operations. While agencies rely on different metrics depending on application, such as crash-based measures for safety projects and travel time reliability or delay for congestion management, there is limited guidance on how these measures interact or how they should be jointly considered when evaluating alternatives. Using multi-source data from State DOTs and third-party providers along major corridors in Region VII, the project will quantify correlations, trade-offs, and synergies among key performance measures and develop a practical, multi-objective evaluation framework tailored to common DOT applications. The resulting framework and guidance will enable agencies to conduct more consistent, transparent, and context-sensitive evaluations that better balance safety and operational objectives.

      <title>Governance of Multimodal Planning: Examining Transit Corridor Planning Strategies in California</title>

      <description><![CDATA[This project will evaluate sub-regional corridor-scale multimodal planning processes in California that aim to improve multi-modal access and mobility for reaching desired destinations (e.g. homes and residences). Research has demonstrated that transit and active transport use can be enhanced through coordinated planning of facilities and services on a corridor and/or travel network basis, especially when also coordinated with land use strategies. With some new and ambitious corridor/mobility-hub planning efforts currently underway in California, now is a good time to evaluate what makes them succeed or fail. Although the potential benefits from such strategies have been shown to be substantial, corridor-plus-station area planning faces considerable challenges, many of which concern the challenges of institutional coordination. Yet scant research has examined governance challenges of multimodal planning in California. This research project will address this neglected yet critical topic through case study analysis of selected current and past sub-regional corridor planning efforts in California. Through public documents analysis and interviews with stakeholders, the project will examine and compare the selected planning processes in relation to: stakeholders involved; goals, objectives, and operational measures established; planning and analytical processes/procedures pursued; stakeholder interests and concerns; policies, programs, and projects adopted and funded for implementing the objectives; and outcomes achieved (including measurable impacts for mode choice, VMT (Vehicle Miles Traveled), and access and mobility to desired destinations by mode). The project will identify best practices and obstacles and pitfalls for effective corridor planning and consider how the state government can support multimodal corridor planning, as these plans support the transformation of the transportation networks they cover by improving access to transportation modes and increasing travel mobility to desired destinations.]]></description>

      <title>A Data-driven Approach in Improving Truck Parking Efficiency</title>

      <description><![CDATA[Freight transportation systems are a critical component of the United States' economy, underscoring the importance of adequate truck parking to ensure safe and efficient operations. However, a significant disparity between truck parking demand and supply has resulted in numerous challenges, including increased road safety risks, regulatory non-compliance, and operational inefficiencies. This study aims to address this knowledge gap by conducting a comprehensive review of current truck parking management approaches, with a focus on data-driven prediction models, and truck parking pattern analysis. In collaboration with the North Carolina Department of Transportation (NCDOT), the study will analyze truck parking patterns along key freight corridors and develop data-driven solutions to enhance parking efficiency and address these pressing challenges.

This project aims to address this gap by conducting a comprehensive review of existing literature and offering a nuanced exploration of potential truck parking solutions. Using NC as a case study, the project will provide data-driven recommendations to improve the efficiency and utilization of existing parking facilities along key freight corridors. By enhancing the safety and efficiency of truck parking, this study will directly benefit truck operators, supply chain stakeholders, regulatory agencies, and local communities. The findings will serve as a foundation for informed policymaking and infrastructure planning, ensuring that North Carolina’s freight transportation network remains resilient, sustainable, and operationally efficient in the face of growing demands.]]></description>

      <title>Connected Corridors Advancement Initiative</title>

      <description><![CDATA[The I-80 Corridor Coalition and I-35 Advancement Alliance are spearheading the Connected Corridors Advancement Initiative (CCAI) to address evolving challenges and leverage opportunities in corridor management and transportation technology. As critical transcontinental arteries, these corridors underpin national commerce and mobility, fostering regional connectivity and economic growth.

Building upon AASHTO NCHRP 20-24(138) recommendations and inspired by successful models such as the I-95 Corridor Coalition and the Eastern Transportation Coalition, the initiative seeks to establish a framework for open data standards, infrastructure modernization, and multi-state collaboration. The Nevada DOT SMART Grant Enhancing Corridor Communication Roadmap will serve as a foundation model, showcasing enhanced inter-agency coordination and scalable technology deployment. International efforts, including Europe’s NAPCORE and Canada’s CAV Standards, highlight best practices in data interoperability and advanced infrastructure.

To sustain economic competitiveness, ensure national security, and foster technological leadership, the United States must develop integrated, multi-state corridor frameworks focused on data sharing, operational efficiency, and resilient infrastructure. Enhanced collaboration will bolster domestic mobility, supply chain reliability, and national emergency response capacity. Corridor coalitions have demonstrated the effectiveness of public-private partnerships in addressing infrastructure needs, facilitating transportation planning, and improving operational efficiency across multiple jurisdictions.

      <title>Demonstration of the Application of Travel Speed Deflectometer (TSD) Data in Developing Long-Range Corridor Planning and Management Strategies for Critical Transportation Corridors Within the Mississippi State Highway System</title>

      <description><![CDATA[The objective of this work is to demonstrate the effectiveness and methods for MDOT to leverage the evaluation of traffic speed deflectometer (TSD) data generated as part of MDOT’s participation in the Federal Highway Administration (FHWA) Pooled Fund Study TPF‐5(385). Under the FHWA TPF-5(385) study, approximately 200 lane miles of TSD data was collected in the fall of 2022, primarily on MS-16 and MS-19. The proposed evaluation will include combining the TSD data with layer thickness calculated from the onboard 3D GPR system to calculate pavement layer moduli, structural number, remaining pavement service interval, and recommended asphalt overlay thickness. This analyzed data will be used to assist MDOT in the selection, prioritization, and scheduling of projects and proposed treatments based on realistic current and projected roadway structure information.  Additionally, this information will be incorporated into the newly revamped MDOT Pavement Management System (PMS).  THE PMS will be used to develop several optimized funding strategies for evaluation and implementation.]]></description>

      <title>Refining C3 Context-Classification Criteria for Low-Income and Minority Populations</title>

      <description><![CDATA[FDOT’s context classification system seeks to provide guidance for design of streets in different developmental contexts. While this prescriptive approach to street design can greatly aid in addressing the safety needs of pedestrians and bicyclists, it presumes that rates of walking and bicycling are more likely to occur in areas with more “urban” developmental patterns. While this is certainly true for more affluent populations, for whom non-motorized travel is a choice, it is often not the case for lower income populations, which report lower levels of automobile ownership and thus greater reliance on walking, bicycling, and transit to accomplish basic travel objectives.       <description><![CDATA[This research project will collect and analyze “after” data for applications allocated to USF-CUTR, perform a before-after study to evaluate impacts and improvements of the deployed I-4 FRAME applications, conduct an overall benefit-cost analysis for the I-4 FRAME project Connected Vehicle (CV) applications, perform satisfaction survey and analysis of I-4 FRAME CV Apps users, and document research findings and recommendations. The primary project objectives and efforts from the USF-CUTR team include the following: (1) complete “after” data collection for 10 selected I-4 FRAME applications allocated to USF-CUTR, addressing mobility challenges and benefit-cost analysis, and collect sample data during pre-deployment to minimize data gaps in the before-after data analysis; (2) evaluate impacts and improvements to mobility and safety from 10 selected applications via before-after studies; (3) address mobility challenges on I-4 FRAME project corridors; (4) perform an overall benefit-cost analysis for the 10 applications allocated to USF-CUTR; (5) conduct a satisfaction survey and analysis of I-4 FRAME users; and (6) document results of before-after studies, impact of I-4 FRAME application, benefit-cost analysis, user satisfaction survey, research findings, and recommendations.]]></description>

      <title>North/West Passage Transportation Pooled Fund Study Phase 5</title>

      <description><![CDATA[Interstates 90 and 94 between Wisconsin and Washington function as major corridors for commercial and recreational travel. Extreme winter weather conditions, prevalent in the northern states within this corridor, pose significant operational and travel-related challenges. Idaho, Minnesota, Montana, North Dakota, South Dakota, Washington, and Wyoming are predominantly rural and face similar transportation issues related to traffic management, traveler information, and commercial vehicle operations.
 
Recognizing the value of coordinated, cross-border collaboration for ITS deployment to address these issues, Minnesota initiated a meeting in 2002 with representatives from each of the states within the corridor. The group established itself as a Transportation Pooled Fund in 2003.  
 
North/West Passage members contribute annually to the pooled fund and are reimbursed for program travel.  A work plan is developed and approved annually by the Steering Committee.  Work Plan 1 and Work Plan 2 were funded through TFP-5(093).  That project number was closed out and Work Plan 3 - Work Plan 13 were funded through the FHWA number TPF-5(190). Work Plan 14 – Work Plan 17 are currently funded under the current TPF number: 5(376). This new TPF number will fund Work Plan 18 – Work Plan 22.

OBJECTIVES: The vision of the North/West Passage (NWP) Corridor is to focus on developing effective methods for sharing, coordinating, and integrating traveler information, operational activities, and emerging technologies across state and provincial borders.  The vision provides a framework to guide the states’ future projects in the corridor.

      <title>Compilation: A Statement of Vulnerability Regarding Texas' Megaregion Corridors</title>

      <description><![CDATA[Previous CM2-based research developed a rubric and identified vulnerable communities on the Texas Triangle and Gulf Coast Megaregions. The CVI shows a combination of the need via the socioeconomic criteria and the purpose by highlighting the percentage of income spent on transportation. That these individuals and families must spend a larger portion of their income moving around leaves less for all other needs.  Disposable income might be used to access education or better employment, spending that could lead to improved lifestyles. Rural and small town residents are often challenged in making their case for public transportation improvements because their problems do not seem as significant as those of urban areas. Public transportation is a remedy to this situation as it would offer dependable alternatives and act as a connector between all the central areas. It is the determination of purpose and need that leads to agency exploration of suitable transportation responses. The public entities expected to recognize and address the gap between need and available transit service are the MPOs and COGs. These agencies require the assessment of purpose and need as a starting point to address mobility gaps. The year 5 research will assemble findings from all previous years to present the perspective of vulnerability proximate to each Texas Megaregion corridor. The research findings are designed to assist decision making by providing an assessment tool to identify the location of vulnerable populations and determine the travel needs that can be met in the megaregion -- outside traditional jurisdictional boundaries.]]></description>
